Agreements or parts thereof with any country or countries
Rwanda is a member of both EAC and COMESA. Rwanda is implementing the EAC Customs Union Protocol that includes implementation framework such as the EAC Common External Tariff and the revised EAC Customs Management Act 2019. Further, Rwanda is part of the COMESA Free Trade Area (FTA) that gives her rights to import and export local produces at 0% except for certain countries of COMESA which have not yet joined the FTA or have been given grace period to reduce progressively their tariffs. For the rest of the World (countries that are not members of EAC and COMESA), Rwanda applies agreements signed under the WTO multilateral trading system.
Important to note is also unilateral trade arrangements which accord preferential treatment to some export products from Rwanda. These are the African Growth and Opportunity Act (AGOA), American scheme to Sub-Sahara African countries and Everything But Arms (EBA) a differential treatment offered by EU to LDCs of ACP states including Rwanda. The EBA has been replaced by a negotiation agreement called the Economic Partnership Agreement (EPA). Finally, Rwanda is also signatory of the Tripartite Free Trade Area (TFA) of EAC-COMESA and SADC and the African Continental Free Trade Area (AfCFTA) whose implementation is yet to come into effect.
